Patch release: Orleans.Lattice.Storage.File advances to 9.7.1. No other package changes in this wave.

Fixed

• WAL - Offset allocation regressed beneath the trim floor. FileWalShard took the next offset from live entries, so a fully trimmed shard restarted at 0 beneath its own watermark and the next recovery silently discarded every write made since. Azure Table was never affected. (#3401) (Orleans.Lattice.Storage.File 9.7.1)
